Education: Tselinograd Institute of Civil Engineering and Plekhanov Russian Academy of Economics majoring in civil engineering and economy.
He began his career as an adjuster at Tselintyazhstroy group of enterprises. From 1996 to 2008 he served as the first deputy akim (mayor) of Astana, vice minister of transport and communications, first vice minister of industry and trade, minister of transport and communications, akim (mayor) of Astana.
In 2008-2016, he was the president of the Kazakhstan Temir Zholy National Company.
From Sep. 9, 2016, he had been the First Deputy Prime Minister of the Republic of Kazakhstan.
On Feb. 25, 2019, by the Decree of the President of the Republic of Kazakhstan, Askar Mamin was appointed the Prime Minister of the Republic of Kazakhstan.
He was awarded the Yeren Enbegi Ushin (For Labour Merit) medal (1998), the Order of Qurmet (Honour) (2006), the Barys Order of the second degree (2011), the Order of the Holy Blessed Prince Daniil of Moscow of the third degree (2010), the Order of the Legion of Honor of the French Republic (2013), Order of the Cross of Recognition of the second degree of the Republic of Latvia (2013), Order of Civil Merit of the first degree of the Kingdom of Spain (2014).
He is an Honorary Citizen of the city of Astana (2011), Honorary Railroad Worker (2012), Honorary Builder of Kazakhstan (2013).
